1a) What is Rigid constitution: it may be defined as
the constitution which cannot be amended or
changed so easily because of its specialist ringent
and cumbersome producers of amendment

sectional and diverse interest
-It serves as a link: political parties always serve as
a link between the people and government
3a) Civil service is the administrative arm of the
executive organ of government responsible for
formulating and executing government policies and
programme

(I) LAW-MAKING: The civil service makes by law,
regulations and orders under powers granted it by
the parliament
(ii) FORMULATING OF POLICIES: the senior
administrative and technical civil servant help to
formulate the policies and programmes of the
government
(iii) ADVICE TO GOVERNOR: the civic service and its
civic servant gives useful advice to the government
via the ministers or commissioners
(iv) PREPARATION OF ANNUAL ESTIMATES AND
BUDGET: the civic servant draft and prepare the
annual budget and estimates of government
ministries, department and corporations.
(V) DRAFTING OF BILLS: Experts in the civil service,
especially lawyers, assist the government in the
drafting of bills which eventually become laws

(ii) ASAVOTER: voting in an election gives one a
opportunity to participate in the election of people
representatives in government
(iii) PARTIAL PARTICIPATION: one can take part in
political activities not actively but partially by
attending political rallies and writing of political
articles on the pages of newspaper
(Iv) CONTESTING ELECTIONS: some active political
participant stand as candidate seeking elective
public offices on the plat form of political parties or
as private candidates if the constitution allows it.
